Cass County Missouri Personal Property Tax: Find Your Bill, Pay Online and Calculate Vehicle Taxes

Need to pay Cass County personal property taxes, look up a vehicle tax bill, print a paid receipt for license plate renewal, or file your annual personal property declaration? Cass County provides separate official systems for tax collection and property assessment.

The Cass County Collector handles bills, payments, receipts and outstanding balances. The Cass County Assessor handles vehicle listings, declarations and assessed values. This guide explains both systems with the actual search formats, deadlines, office contacts and calculation methods.

The annual personal property declaration deadline has already passed. Cass County normally mails the year’s tax bills in November, and personal property taxes are due by December 31, 2026. If your 2026 declaration was not filed, contact the Assessor now rather than waiting for a tax bill.

This guide covers Cass County, Missouri—including Harrisonville, Belton, Raymore, Peculiar, Pleasant Hill and other communities. It does not cover Cass County, North Dakota, Indiana, Minnesota or other similarly named counties.

Cass County Personal Property Tax Dates and Deadlines for 2026

Missouri’s personal property tax follows a calendar-year cycle. The tax is based on taxable property owned or held on January 1, even though the tax bill normally arrives much later in the year.

JANUARY 1, 2026 Property Ownership Snapshot

The vehicles, trailers, boats and other taxable personal property owned or held on this date determine the year’s ordinary personal property listing.

MARCH 1, 2026 Annual Assessment List Deadline

Cass County’s 2026 form specifies March 1 to avoid a late-filing assessment penalty.

NOVEMBER 2026 Tax Bills Normally Mailed

The Collector generally mails annual personal property tax statements during November.

DECEMBER 31, 2026 Payment Deadline

Taxes are payable upon receipt of the bill and must be paid or qualifyingly postmarked no later than December 31 to avoid late charges.

These are two different obligations.

Filing a personal property declaration does not pay your tax bill. Paying a tax bill does not replace the Assessor’s annual declaration requirement.

What if your bill does not arrive in November?

Cass County tells taxpayers to contact the Collector if their annual statement has not arrived by the end of November. The county specifically warns that not receiving a bill does not remove the tax or late-payment obligation.

Search your account online and verify your mailing address. For a missing bill, call the Collector at 816-380-8377.

How to Look Up Cass County Personal Property Taxes Online

The Cass County Collector Taxpayer Portal supports searches using the property owner’s name, a tax statement number, a parcel/account reference and other accepted identifiers.

The county government links to the Collector’s separate tax website. The older official link redirects to casscountycollector.org.

Step-by-step tax bill lookup

  1. Open the official Collector portal. Use the link above, or begin on the county’s Personal Property page and select Search Personal Property Tax Info.
  2. Find the Tax Record Search field. It appears on the Collector’s portal homepage. There is also an Advanced search option.
  3. Choose a precise search identifier. If you have a personal property statement number, the portal’s instructions show using the letter P before the statement number. A personal property parcel number or owner name may also be used.
  4. Enter the search term. Type the statement reference, personal property parcel number or the taxpayer’s name in the field.
  5. Select Search. The portal limits results to the first 100 matches, so a more specific search is preferable.
  6. Open the correct tax record. Compare the owner, statement or parcel identification, tax year and other available information.
  7. Review the account. Check the assessed value, tax charges, payment status and available billing information for the relevant year.
  8. Proceed to payment or document options. If you owe a balance, follow the portal’s authorized payment process. If already paid, use the available record or receipt/document option.

Exact Search Formats Supported by the Collector Portal

These are format examples provided by the Collector’s search instructions, not actual tax accounts belonging to the reader.

Search Method Example Format When to Use It
Full owner name John Smith When the statement number is unknown.
Partial owner name Joh Smit When spelling or name order is uncertain.
Personal property statement P1912345 To target personal property using a statement number.
Statement number S-1912345 When using a statement-number-based search.
Personal property parcel number 00-123456 When a prior statement or receipt includes a personal property parcel ID.
Parcel portion P-123456 Search by the portion of a parcel identifier supported by the portal.
Real estate statement R1912345 Real estate bills only, not the normal personal property search.
Why the prefix matters: The Collector uses separate identifiers for real estate and personal property. If you are trying to pay tax on a vehicle, use the personal property account or statement. A real estate search can take you to a different bill.

Useful portal filters

The Collector portal also displays options labeled Unpaid Only and 3 yrs Only, plus an Advanced search.

If you are searching for a prior-year paid receipt, make sure a filter does not exclude paid or older records. Broaden the search or contact the Collector if needed.

If you find several people with the same name, use the personal property parcel ID or mailed statement number instead of assuming the first account belongs to you.

How to Search Personal Property Assessment Records

The Collector’s tax record search answers how much is billed or paid. The Assessor’s personal property search helps identify the assessment account and the property associated with it.

Name Search Enter the residential account holder’s name or a partial name.

Micro-steps for assessment lookup

  1. Open the official Cass County Assessor’s Personal Property Search.
  2. Read the public information disclaimer.
  3. Use the Account Number Search if you have a reliable account number.
  4. Otherwise select a name or address search field.
  5. Enter the name or other requested criteria and submit the search.
  6. Compare the results to the expected account holder.
  7. Open the correct account to review available personal property information.
  8. If an assessed value or vehicle description appears incorrect, contact the Assessor, not the Collector’s payment department.

The Assessor’s search page explicitly supports partial matches without requiring wildcard characters. That is useful if a middle initial or spelling variation prevents an exact result.

Cass County Personal Property Declaration: How to File Online

Missouri requires personal property owners to report taxable personal property to the county assessor each year. Cass County mails assessment lists, normally during January, for taxpayers to update.

The 2026 Cass County assessment form instructs taxpayers to list property owned or held on January 1, 2026 and to return the declaration by March 1 to avoid a late-filing penalty.

COUNTY ASSESSOR E-FILE SERVICE Personal Property Assessment List e-File Requires the account number and mailed ePIN
Open E-File ↗

What do you need before filing?

Personal property account number
Online ePIN from the mailed assessment list
Year, make and model of each vehicle
Vehicle series or trim details
Vehicle Identification Number (VIN)
Trailers and recreational equipment details
Livestock or farm equipment details, if applicable
Correct mailing and property-location addresses

Where is the ePIN?

The Cass County Assessor states that the account number is printed above the barcode on the assessment list mailed to the taxpayer. The online ePIN appears below the barcode.

The Assessor specifically warns that if the mailed form is lost, the office cannot provide the missing ePIN. Contact the Assessor to ask how to complete the declaration using the available alternative procedure.

Online declaration micro-steps

  1. Open the Cass County Assessor e-File page. Use the official link above.
  2. Read the disclaimer. Review the terms displayed by the Assessor’s reporting system.
  3. Accept the disclaimer to continue. Follow the current acknowledgement screen.
  4. Enter your account information. Use the account number and ePIN from the mailed assessment list.
  5. Review property previously reported. Identify vehicles and other items that were already listed for the account.
  6. Remove items not owned on January 1. The county’s paper instructions say to cross out property no longer owned as of that date. Use the corresponding available online editing action.
  7. Add property owned on January 1. Enter newly reportable vehicles and equipment, including required year, make, model, series and VIN details.
  8. Verify address and account information. Update the mailing or property-location information as required.
  9. Review your declaration. Make sure the list reflects taxable property owned or held on the assessment date.
  10. Submit and retain confirmation. Complete the Assessor’s submission procedure and save any acknowledgement provided.

What if you have no changes or no personal property?

The county’s 2026 paper declaration provides separate choices for:

Changes Made

Property was added, deleted or the address was changed.

No Changes

Previously listed property remained correct as of January 1.

No Property

The taxpayer had no taxable personal property to report.

Do not simply ignore the mailed declaration because no vehicle was purchased. Follow the Assessor’s reporting instructions.

Missed the March 1 filing deadline?

The Assessor may apply a late-listing penalty under Missouri law. Contact 816-380-8400 to correct the declaration and determine what requirements apply to your account. Do not assume the tax collector can correct the vehicle listing when you pay.

Special circumstances: high-mileage and salvage vehicles

The Cass County Assessor tells owners of vehicles with unusually high mileage or salvage titles to contact the office with supporting documentation, such as a salvage title or mechanical inspection showing the VIN and mileage.

If you believe the Assessor used an unreasonable valuation, gather the evidence before seeking an informal review or formal appeal.

What Personal Property Is Taxable in Cass County, Missouri?

Cass County’s personal property FAQ identifies several categories of taxable tangible personal property. It is not limited to ordinary passenger cars.

Cars, SUVs and pickup trucks
Motorcycles and other motor vehicles
Trailers
Mobile homes where taxable as personal property
Boats and other watercraft
Boat motors
Aircraft
Livestock
Farm machinery and equipment
Other taxable business equipment

Taxability, value and assessment percentage depend on the property category and applicable Missouri law. Do not apply the motor-vehicle calculation to every item of equipment.

Personal property tax versus sales tax

Tax When It Applies Who Handles It
Personal property tax Annual tax based on taxable property owned or held on January 1. County Assessor and Collector
Motor vehicle sales/use tax Generally associated with purchasing or titling a vehicle under applicable rules. Missouri Department of Revenue
Vehicle registration fees Fees for issuing or renewing vehicle registration and plates. Missouri Department of Revenue
Real estate property tax Annual tax assessed against land and buildings under real estate rules. County Assessor and Collector

Paying sales tax when you purchase a vehicle does not automatically satisfy annual Cass County personal property tax obligations.

Cass County Personal Property Tax Rates: Why Your Location Matters

Cass County does not impose a single total personal property tax rate that applies to every address.

The total property tax rate depends on the applicable city, school district, fire district and other tax-levying authorities serving the property.

Cass County’s official rate explanation states that rates are expressed in dollars per $100 of assessed value.

OFFICIAL COUNTY FORMULA Personal Property Tax = (Assessed Value ÷ 100) × Total Tax Rate

Use the sum of rates actually applicable to the property’s taxing district, not an arbitrary countywide rate.

Verified Components From the County’s 2025 Tax Levy Sheet

The following are individual 2025 levy components from the county’s certified levy chart. They are shown to help readers understand the rate structure.

Taxing Authority Type 2025 Rate per $100
Raymore-Peculiar R-II School district levy $5.0302
Belton #124 School district levy $5.4119
Harrisonville R-IX School district levy $5.4772
Pleasant Hill R-III School district levy $4.5971
City of Raymore Municipal levy $1.1868
City of Belton Municipal levy $2.0184
City of Harrisonville Municipal levy $0.6085
City of Pleasant Hill Municipal levy $1.0927
South Metropolitan Fire Fire district levy $1.2514
Central Cass Fire Fire district levy $1.1255
Do not add every listed component together.

These rates belong to different taxing authorities, some of which do not overlap. A parcel does not automatically pay every school, city and fire-district levy in Cass County. The chart is for tax year 2025, not a certified total 2026 rate for your account.

How to find your actual total tax rate

  1. Open your Cass County Collector tax statement.
  2. Identify the tax year and property account.
  3. Find the property’s taxing district or itemized rates and taxing authorities.
  4. Use the county’s applicable certified tax levy information for that year.
  5. Confirm the combined rate with the Collector if the account does not clearly display it.
  6. Enter that exact combined rate into the calculator below.

Cass County Missouri Personal Property Tax Calculator

Missouri generally assesses ordinary motor vehicles at 33⅓% of their taxable market value. The local tax rate is then applied to the assessed value.

Use the Assessor’s established vehicle value when available. The price you originally paid, your current auto-loan balance and a private online resale estimate may not match Missouri’s statutory vehicle valuation method.

Personal Property Tax Estimator Missouri assessment ratio + your local tax rate
Educational calculator
Use the county’s vehicle valuation if you know it.
7.50 is a hypothetical example, not an official Cass County rate.
Taxable Market Value $18,000.00
Assessed Value $6,000.00
Estimated General Tax $450.00
Illustrative Tax With Adjustments $450.00
Calculator limitations

The calculator does not access Cass County vehicle valuations, taxing districts or account balances. The local tax rate must be supplied by the user.

The assessment classes are general Missouri examples. Confirm whether the selected legal classification applies to your property. Some property categories follow different rules.

This result excludes unentered penalties, interest, adjustments, earlier delinquency and account payments. It is not a bill, a DMV receipt or an official quote.

Worked Example: An $18,000 Vehicle

Assume an ordinary vehicle has an assessed taxable market value of $18,000 and the applicable total local levy is hypothetically $7.50 per $100 of assessed value.

Vehicle taxable market value $18,000
Assessment ratio 33⅓%
Assessed value $6,000
Divide assessed value by 100 60
Hypothetical local rate $7.50
Illustrative personal property tax $450.00

The final calculation is ($6,000 ÷ 100) × $7.50 = $450. A different vehicle value or actual local levy will produce a different result.

What if you own two vehicles?

If two ordinary taxable vehicles have hypothetical market values of $18,000 and $12,000, their combined market value is $30,000.

At a one-third assessment ratio, the combined assessed value is $10,000. Applying the same hypothetical $7.50 levy produces $750 in general personal property tax, before account-specific adjustments.

Why buying an expensive vehicle can raise taxes: Missouri values vehicles each tax year using valuation information recognized under state law. If the taxable market value is higher, the assessed value generally rises, which can increase the tax even if the levy does not change.

How to Get a Cass County Paid Personal Property Tax Receipt

A paid personal property tax receipt is especially important when renewing vehicle registration or Missouri license plates.

Cass County allows taxpayers to obtain a duplicate paid receipt free of charge. A paper copy can be obtained through the Collector’s Office, and online receipt access is available through the tax information search.

  3. Find the matching tax record for the year required by the Missouri license office.
  4. Confirm the account shows payment.

  7. Make sure the receipt identifies the correct taxpayer and tax year.

Missouri DOR accepts a legible original, copy or electronic paid receipt under its stated renewal requirements.

Cass County says it sends updated paid-tax records to Missouri DOR, and participating license offices may be able to check that information electronically. However, owners should confirm whether their chosen license office has the necessary data before arriving without a receipt.

Cass County Personal Property Tax Waiver or Certificate of Non-Assessment

If you were not liable for personal property tax in the applicable prior year, you may need a certificate of non-assessment instead of a paid tax receipt to register a vehicle.

People sometimes call this a personal property tax waiver, but it is not a general cancellation of existing taxes.

When may a non-assessment certificate apply?

Cass County lists examples including:

  • You are registering the first vehicle you have owned.
  • You are new to Missouri and did not have an applicable prior-year Missouri liability.
  • You are returning to Missouri and meet the county’s applicable tax-compliance requirements.
  • You are exempt from personal property tax under applicable law.

How to request a Cass County tax waiver

  1. Open the official county Certificate of Non-Assessment webpage.
  2. Review the circumstances in which a certificate can be issued.
  3. Contact the Cass County Collector at 816-380-8377 or visit the office.
  4. Provide your name and current address.
  5. Provide the vehicle’s year, make and model.
  6. Follow the county’s instructions for documenting non-assessment and obtaining the certificate.

Do not request a waiver for an unpaid tax bill.

Sold Your Car, Bought a New Vehicle or Moved? When Cass County Tax Still Applies

One of the most common reasons for a disputed Cass County personal property tax bill is a vehicle that was sold before the bill arrived.

Missouri generally determines personal property tax liability using what was owned or held on January 1.

Situation Typical Tax Treatment
Owned a car January 1, sold it in February Generally liable for that car’s full-year personal property tax.
Bought a car January 2 Generally not assessed that newly purchased vehicle for the current year’s January 1 snapshot.
Moved away after January 1 May still owe the full year’s Missouri tax on property owned at the assessment date.
Moved into Missouri after January 1 Generally not taxed for that calendar year on property newly brought into Missouri after the assessment date, subject to applicable rules.
Traded one car for another during the year The tax is generally based on the vehicle owned January 1, not simply the replacement vehicle.
Sold the vehicle before January 1 Correct the annual listing if the old vehicle still appears on your assessment account.

Example: Selling a vehicle in June 2026

If you owned a taxable vehicle on January 1, 2026 and sold it in June 2026, Missouri’s ordinary assessment-date rule generally means the tax for 2026 still applies.

The county does not ordinarily prorate that personal property tax because you owned the car for only part of the year.

What if you moved out of Cass County?

  1. Identify the date you moved and where you resided on January 1.
  2. Confirm which property was owned or held on that January 1 date.
  3. Contact the Cass County Assessor to update the personal property account.
  4. Provide the new address and move date requested by the Assessor.
  5. Confirm any existing tax balance with the Collector.
Changing address does not automatically eliminate tax. Cass County explains that the tax obligation can remain for the assessment year even if the taxpayer subsequently leaves Missouri.

Can You Pay Cass County Personal Property Tax Monthly?

Yes. Cass County offers a monthly payment program for qualifying current real estate and personal property tax accounts.

The program helps taxpayers set aside payments throughout the year rather than paying the full annual bill at one time.

How the county program works

10 Installments

Initial equal installments are calculated using the prior year’s tax amount.

11th Final Payment

The final installment reconciles the year’s remaining balance.

Bank Automation

The county requires automated withdrawal from a bank account.

Cass County states that delinquent accounts are not eligible for enrollment. Taxes must be current when joining the plan.

The payment program does not remove the December 31 tax deadline. An unpaid amount remaining after that date can still trigger penalties and fees.

How to sign up

  1. Open the official Monthly Payment Program page.
  2. Review the installment program conditions and eligibility requirements.
  3. Download the Automated Payment Service Authorization and Agreement.
  4. Complete the required bank and account information.
  5. Sign the authorization form.
  6. Mail it to the Cass County Collector using the official instructions.
  7. Confirm enrollment and scheduled withdrawals with the office.

Existing delinquent balances require separate handling and should not be confused with the county’s current-tax prepayment program.

How to Appeal a Cass County Personal Property Tax Assessment

If the Assessor listed a vehicle incorrectly or assigned an unreasonable taxable market value, review the assessment record and ask the office to explain the valuation.

Missouri’s State Tax Commission identifies the county assessor as the starting point for informal valuation questions.

2026 Cass County assessment appeal dates

COUNTY BOARD OF EQUALIZATION July 13, 2026

STATE TAX COMMISSION September 30, 2026

The county describes this or 30 days after the board’s final action, whichever is later, for a qualifying State Tax Commission appeal.

As of October 11, 2026, the ordinary county Board of Equalization filing deadline has passed. A later State Tax Commission deadline may still depend on the board’s actual final-action date and the case’s procedural status.

Steps to dispute an assessment

  1. Find your Assessor account. Open the official personal property assessment search.
  2. Identify the exact issue. Check the vehicle year, make, model, assessment category and assessed value.
  3. Collect supporting information. This may include a salvage title, mileage evidence, inspection documentation or other relevant valuation evidence.
  4. Contact the Assessor informally. Ask how the value was determined and whether a correction is appropriate.
  5. Review the county appeal instructions. Locate the applicable Board of Equalization application and filing deadline.
  6. Submit a timely formal appeal when available. Follow the official tax-year-specific requirements and retain proof of filing.
  7. Review State Tax Commission procedures. If further review is available, confirm jurisdiction and the correct deadline.
Do not miss your tax payment while appealing.

Missouri’s State Tax Commission explains that taxpayers protesting an assessment must follow the appropriate payment-under-protest procedures to protect rights and avoid applicable penalties.

Do Missouri Senior Property Tax Credits Reduce Vehicle Taxes?

Be careful when comparing personal property tax relief with Missouri programs aimed at owner-occupied homes.

Missouri’s Property Tax Credit Claim primarily concerns qualifying individuals who paid rent or real estate taxes on the home they occupied.

It should not be described as a general refund of the personal property tax paid on an ordinary car or truck.

Program / Document What It Generally Addresses
Missouri Property Tax Credit (MO-PTC) Qualifying occupied-home real estate tax or rent, not an automatic credit for vehicle taxes.
Cass County Senior Real Estate Tax Relief Qualifying residential homestead real estate tax provisions, not ordinary personal property tax on a car.
Certificate of Non-Assessment Documentation that applicable personal property tax was not assessed for the qualifying prior period.
Assessment Appeal Review of the personal property’s valuation or classification.

For seniors and qualifying disabled homeowners, check the specific Missouri real estate tax or income tax credit program separately.

Common Cass County Personal Property Tax Problems and Solutions

I Bought a Vehicle This Year

Confirm whether you owned the vehicle on January 1. For a vehicle purchased after January 1, the ordinary assessment rule generally starts with the following year’s January 1 ownership snapshot.

Missouri DOR registration requirements still apply independently.

My Sold Vehicle Is Still on the Declaration

Check whether the vehicle was owned on January 1 of the tax year. If it was sold before that date, request a listing correction.

Keep the sale or title-transfer documents when contacting the Assessor.

My Vehicle Value Looks Too High

The Missouri valuation method may differ from what you paid or a consumer trade-in estimate you found online.

Contact the Assessor with relevant documentation, especially where unusual mileage or salvage condition may apply.

The DMV Cannot Verify My Paid Tax

Check that the tax receipt name, year and account information match the Missouri DOR record.

Obtain a duplicate receipt and ask the Collector whether updated payment information has reached the license office.

I Never Received My Tax Bill

Search the official Collector portal. Contact the Collector before the end-of-year deadline and check whether the Assessor has your correct mailing address.

I Need a Tax Receipt From Two Years Ago

Search prior years in the Collector portal without restrictive current-year filters.

If unavailable, request a free duplicate receipt through the Collector’s Office.

I Forgot to File My Assessment List

Contact the Assessor promptly. Ask how to submit the late declaration and what penalty rules apply.

Do not wait until vehicle license renewal to correct the listing.

My Tax Bill Has Multiple Vehicles

Review the tax-year assessment listing and make sure each vehicle was owned on the relevant January 1 date.

Request a correction if a vehicle is incorrectly included, duplicated or valued using the wrong information.
