GLOBAL PROPERTY TAX COMPARISON · 2026 EDITION
Countries Without Property Tax in 2026: Full List, Annual Rates, Hidden Fees & Ownership Costs
Which countries have no property tax? Monaco, Malta, the Cayman Islands and the Turks and Caicos Islands are leading examples of jurisdictions without a conventional recurring annual property-value tax. The United Arab Emirates and several Gulf countries also have favorable annual ownership-tax systems, although local housing fees, transfer charges, and ownership restrictions can change the actual costs.
The important distinction is between paying no yearly tax simply because you own real estate and paying no property-related charges at all. Even in a country without annual property tax, buyers may owe substantial stamp duties, registration fees, municipal charges, building maintenance fees or taxes when they rent or sell the property.
Research reviewed October 11, 2026 · Annual residential real estate ownership taxes are the main comparison criterion · Jurisdictions include sovereign countries and separately identified overseas territories
QUICK ANSWER
Which Countries Have No Annual Property Tax?
A relatively small number of countries and territories impose no conventional annual tax simply for holding a residential property. Others avoid a general annual property-value tax but collect compulsory municipal housing fees, property transfer duties, or charges associated with ownership.
| Country or jurisdiction | Annual property ownership tax | Important qualification |
|---|---|---|
| Monaco | No general annual real estate tax | Acquisition charges and high property prices remain important. |
| Malta | No general annual ownership tax | Stamp duty, transfer tax and rental-income taxation may apply. |
| Cayman Islands | No general annual property tax | Substantial purchase stamp duty, including a higher 2026 rate for large transactions. |
| Turks and Caicos Islands | No conventional annual real estate tax | Land transfers generally involve stamp duty and registration procedures. |
| United Arab Emirates | No general annual property-value tax | Dubai has transfer fees, municipal housing charges and service fees. |
| Qatar | Generally no broad annual residential property tax | Foreign ownership zones and administrative fees require review. |
| Bahrain | No conventional nationwide annual property-value tax | Municipality charges may apply, including rental-related fees. |
| Oman | No broad conventional annual residential property tax | Transfer, municipal and permitted ownership arrangements matter. |
| Kuwait | No broadly applied annual residential property-value tax | Foreign ownership rights are substantially restricted. |
Classification note: “No general annual tax” describes the conventional residential holding tax, not every possible tax on land or buildings. These jurisdictions are not identical in legal status: the Cayman Islands and Turks and Caicos are British Overseas Territories, not sovereign countries.

02 / JURISDICTION-BY-JURISDICTION GUIDE
Where Can You Own a Home Without an Annual Property Tax Bill?
1. Monaco
Monaco is one of the clearest examples. Government guidance states that the principality does not impose an annual real estate tax, housing tax or general individual wealth tax.
However, the absence of annual ownership taxation does not remove the costs of purchasing, maintaining or selling property. Real estate acquisition may trigger registration duties, notarial expenses and ongoing condominium or building management charges.
Monaco is therefore attractive to some wealthy property owners seeking low recurring taxes, but its exceptionally expensive real estate market can outweigh many years of potential property tax savings.
2. Malta
Malta does not impose a recurring annual tax merely for owning a property. Its tax administration specifically explains that the Maltese legal system does not levy a tax on ownership itself.
Buyers normally need to consider stamp duty, while sellers may face a final property transfer tax. Renting the property can also create taxable rental income.
For foreign purchasers, Malta’s Acquisition of Immovable Property permit framework and Special Designated Area rules can matter. The absence of annual property tax does not automatically give a nonresident unlimited buying rights.
3. Cayman Islands
The Cayman Islands Government states that it has no annual property taxes or rates. Land and real estate transfers, however, are subject to stamp duty.
A major change took effect on January 1, 2026: qualifying property transfers valued at CI$2 million or more became subject to a 10% stamp duty rate, compared with 7.5% for the ordinary lower-value category. Special relief can apply to qualifying Caymanian first-time buyers under specific rules.
For a long-term investor, this means the purchase tax can be substantial even though recurring government property-value tax is zero.
4. Turks and Caicos Islands
Turks and Caicos generally does not impose a conventional annual real estate property tax. Government revenue from real estate transactions includes stamp duty on qualifying land transfers.
The Land Registry’s official guidance explains that stamp duty is checked when transactions are registered. Rates can depend on the island, transaction value and applicable legislation.
Buyers should separately research title, coastal exposure, hurricane insurance, strata or condominium charges and any resort or development management fees.
5. United Arab Emirates — Dubai and Abu Dhabi
The UAE generally does not have a conventional annual residential property-value tax resembling the system used in many U.S. counties.
In Dubai, the Land Department publishes a 4% total registration fee on an ordinary real estate sale, typically split into a 2% seller component and a 2% buyer component in its fee schedule. Contract terms can allocate transaction costs differently.
Dubai also has municipality housing fees collected through utility billing and recurring building service charges. The absence of a conventional assessed-value tax is not the same as having zero annual housing-related payments.
Abu Dhabi and other emirates follow their own registration, ownership and municipal rules. Do not apply Dubai’s fee schedule automatically throughout the UAE.
6. Qatar
Qatar generally does not levy a broadly applied annual property-value tax on ordinary residential ownership, but land registry charges, service costs and foreign ownership restrictions may apply.
Foreign buyers must confirm whether a property is in an approved ownership or usufruct area. Rules governing residence benefits connected to property ownership are separate from property tax rules.
7. Bahrain
Bahrain does not generally operate a broad annual property-value tax comparable to the U.S. system, but municipality fees and other housing-related levies can apply.
Foreign nationals normally need to purchase in approved areas, and the cost of registration, maintenance and possible rental-income treatment should be checked.
8. Oman
Oman is frequently included among jurisdictions without a general annual tax assessed against the market value of an ordinary home.
Ownership rights for non-Omani purchasers, land registration fees, municipal charges and the treatment of specific developments remain important. Many foreign buyers focus on legally authorized integrated tourism complexes and other approved categories.
9. Kuwait
Kuwait does not operate a broadly applied annual assessed-value tax for ordinary residential ownership. However, it is not a straightforward overseas property-buying destination because foreign ownership of real estate is highly restricted.
For this reason, a zero annual property tax should not be interpreted as a realistic buying opportunity for every international investor.
03 / REAL COST COMPARISON
No Annual Property Tax vs. No Property-Related Costs
An annual property tax usually charges owners periodically based on assessed value, a rental-value system or another statutory base. Other costs are triggered by purchasing, selling, renting or occupying property.
| Charge | When it applies | Possible even with no annual property tax? |
|---|---|---|
| Annual property-value tax | Owning property each year | Absent in qualifying jurisdictions |
| Stamp duty | Buying or transferring property | Yes |
| Land registration fee | Registering an acquisition or interest | Yes |
| Municipality housing fee | Occupying, renting or holding certain premises | Yes |
| Condominium or HOA dues | Owning a unit with shared facilities | Yes |
| Rental-income tax | Earning income from letting property | Yes, depending on local and home-country law |
| Capital gains or seller transfer tax | Selling a property | Yes |
| Estate, inheritance or gift duty | Inheritance or gifting property | Yes, depending on jurisdiction |
| Home-country tax reporting | Owning foreign assets or receiving rental income | Yes, depending on personal tax residence and citizenship |
Why the cheapest annual tax destination may not be the cheapest to own
Suppose two properties cost the same amount. The first has zero annual property tax but requires an 8% purchase duty. The second charges a 1% annual property tax but has no comparable purchase duty.
At the end of eight years, those two amounts are mathematically equal before maintenance, sale costs, appreciation, financing, tax deductions or the time value of money. A different holding period changes the comparison significantly.

Countries Without Property Tax Calculator: Are You Actually Saving Money?
Compare a no-annual-tax destination with a property-tax-paying destination using the purchase amount, initial transfer duty, yearly charges and planned ownership period.
Compare Total Estimated Ownership Costs
Example assumes unchanged property value, tax rate and annual fees. It excludes exchange-rate movements, financing, maintenance, rental taxes, resale fees, appreciation and the time value of money.
How to use the calculator correctly
- Use a common currency.
Convert both purchase prices and fees to the same currency before comparing.
- Enter the actual acquisition duty.
Use the rate for your price, property class and buyer eligibility.
- Add recurring building or housing charges.
A property with zero annual tax can still have high service costs.
- Choose a realistic holding period.
Short ownership periods make upfront transaction costs more significant.
- Compare results and excluded costs.
Do not treat the calculation as an investment return forecast.

How to Check Property Tax Rates, Bills and Payments in Another Country
There is no universal international property tax database. Government systems differ by jurisdiction: some provide annual bills, others only register transfers, and some charge municipal housing fees through utilities.

Step-by-step tax verification before purchasing overseas
- Identify the exact country and municipality.
A countrywide tax summary may not describe the fees for the city where you want to buy.
- Check the current government tax authority.
Confirm whether annual ownership tax is absent, exempted or assessed only for specific property types.
- Check the land registry.
Find transfer tax, deed registration requirements and current ownership documentation.
- Verify buyer status.
Citizen, resident, foreign individual and corporate buyers may receive different treatment.
- Obtain a written purchase-cost estimate.
Ask the conveyancing lawyer or notary to itemize transfer duty, registration, professional charges and taxes.
- Confirm ongoing expenses.
Check municipal bills, building dues, insurance, maintenance and special levies.
- Review income and sale taxes.
Tax treatment can change when the property is rented out or sold.
- Evaluate home-country obligations.
Owning a property overseas does not necessarily exempt you from reporting it or related income to your home-country tax authority.
06 / FOREIGN BUYER CONSIDERATIONS
Can Americans, Indians and Other Foreign Nationals Buy Property in No-Tax Countries?
Property tax treatment is only one consideration. Foreign nationals may face location restrictions, government permits, minimum purchase thresholds, financing limitations or residency requirements.
| Issue | Why it matters |
|---|---|
| Foreign ownership eligibility | Some countries restrict freehold land ownership or limit approved developments. |
| Permanent residency | Owning real estate does not automatically grant a right to reside or work. |
| Local property classification | A residential apartment, commercial building and vacant land may have different tax treatment. |
| Tax residency | Property ownership and personal tax residence are separate legal questions. |
| Overseas income taxation | Rental income or gains may remain reportable where the owner is tax-resident. |
| Financing and currency | Mortgages, exchange-rate movements and financing fees can dominate the savings. |
| Succession and inheritance | Probate, inheritance rules and property transfer duties may apply after death. |
Important for U.S. taxpayers
U.S. citizens and other persons subject to U.S. worldwide-income taxation may have reporting and tax obligations involving foreign rental income and property sales. Direct ownership of foreign real estate generally does not, by itself, create an FBAR filing obligation; overseas financial accounts or certain ownership structures can create separate reporting obligations.
Review IRS international taxpayer guidance before assuming a property in a zero-tax jurisdiction is free from U.S. tax consequences.
Important for Indian residents
Indian tax residents should examine their residential status, overseas asset disclosure rules, taxable rental income and gains, and regulations governing overseas property purchases and remittances. A country’s zero annual property tax does not override Indian legal or tax obligations.
Consult India’s Income Tax Department and Reserve Bank of India for the applicable rules.
07 / COUNTRIES OFTEN MISCLASSIFIED
Countries Commonly Listed as Having No Property Tax — But That Need Qualification
Cyprus
Cyprus abolished its national Immovable Property Tax in 2017, but that does not necessarily mean every local property-related charge disappeared. Municipal and other authority fees may still apply.
Cyprus also abolished its stamp duty legislation effective January 1, 2026, for documents governed by the new repeal rules. This change should not be confused with the elimination of all land registry or transfer charges.
Cyprus Tax Department — 2026 Stamp Duty Repeal ↗Croatia
Croatia should not be presented unconditionally as a country with no annual property tax in 2026. Property tax reforms beginning in 2025 changed the treatment of many residential properties, with exemptions or special rules applying in eligible circumstances.
Bermuda
Bermuda is sometimes incorrectly grouped with tax-free property jurisdictions because it does not levy conventional personal income tax. However, the Government of Bermuda expressly imposes Land Tax on qualifying property owners, normally billed twice yearly and calculated using annual rental value.
Bermuda Government — Land Tax Rates and Payments ↗Liechtenstein
Liechtenstein should not be classified as completely free of property-related taxation without reviewing its wealth and income-tax rules. An asset can be subject to taxation through a wider wealth-tax system even without an ordinary U.S.-style property tax bill.
