County versus City matters: St. Louis County and the City of St. Louis are separate Missouri tax jurisdictions. Do not use the City of St. Louis PayIt system, City Hall at 1200 Market Street, or the City’s 314-622 telephone numbers for a St. Louis County tax receipt. A mailing address containing “St. Louis” does not by itself identify the correct taxing jurisdiction.

How to Find and Print Your St. Louis County Personal Property Tax Receipt Online

The county’s personal property tax inquiry has historically supported account selection, tax-year selection, and a Print Tax Receipt function for paid accounts. The appearance may change as county payment systems are updated.

Account lookup, year selection, paid receipts, and personal property tax details.

Open Receipt Lookup ↗
  1. Open the county receipt lookup.

Use the Revenue link above. If the older inquiry is temporarily unavailable, start from the County Collector page or call 314-615-5500 for the current official route.

  2. Find the personal property account.

Search or select the account using available fields. Your personal property account number is especially useful. Individual St. Louis County accounts commonly use an identifier beginning with “I”.

  3. Check the account holder.

Confirm the taxpayer name, taxing address, and account identifier before choosing a receipt.

  4. Select the tax year.

Use the tax-year selector to find the year needed for Missouri vehicle renewal. A previous year’s paid receipt is different from the current year’s unpaid tax bill.

  5. Verify payment status.

Review the paid-tax information and ensure the year shows payment or no outstanding qualifying balance.

  6. Choose Print Tax Receipt.

In the county’s documented legacy interface, a receipt link appears above the account details for a paid year. Open the printable receipt window.

  7. Print or save the receipt.

Use your browser’s print function or Save as PDF. Keep the entire page, including the taxpayer, year, vehicles, amount and paid-status information.

  8. Check another year if required.

For a two-year vehicle registration, repeat the lookup for the second required prior year.

If the government portal opens a blank window, check your browser’s pop-up settings and try printing directly from the receipt page. Never provide sensitive bank or identity details to a third-party website claiming it can generate an official county tax receipt.

02 / MISSOURI VEHICLE REGISTRATION

Which Personal Property Tax Receipts Do You Need to Renew Missouri License Plates?

The Missouri Department of Revenue requires proof of qualifying personal property tax payment for prior tax years when renewing vehicle registration, unless an approved substitute applies.

ONE-YEAR REGISTRATIONPrevious 1 tax year

One paid receipt or qualifying non-assessment document.

TWO-YEAR REGISTRATIONPrevious 2 tax years

Two paid-year receipts or the appropriate combination of receipts and waivers.

What does Missouri DOR accept as proof?

The Missouri Department of Revenue states that a legible original, photocopy, faxed copy or internet confirmation copy may be accepted. The receipt should identify the qualifying owner, list the relevant vehicles and show the taxes paid.

  • The receipt should be in one of the vehicle owner’s names, subject to specific business and leasing rules.
  • The receipt should identify the taxable vehicles as required.
  • The document must show paid status.
  • If a tax receipt does not apply, provide a valid Statement of Non-Assessment from the appropriate assessor.
  • Other renewal requirements, including insurance and applicable inspections, remain separate.

Why does the Missouri registration website reject a tax receipt?

The Missouri State Tax Commission identifies several possible causes: the tax record may not yet be available in the Department of Revenue’s system, the payment may have occurred after county data was transferred, or the information was entered differently from the receipt.

  1. Compare the years.

Make sure you are submitting the prior year or prior two years required for your registration.

  2. Check the owner and vehicles.

Confirm that the registered owner and applicable vehicle details are correct.

  3. Enter data exactly.

Match spacing, punctuation and identifiers when the state system requests them.

  4. Confirm the payment posted.

Check the county’s printable paid-tax receipt, not just the payment processor confirmation.

  5. Contact the correct county office.

If paid records remain unavailable for electronic verification, ask County Revenue and the Missouri license office about acceptable documentation.

03 / NO TAX OWED

How to Get a St. Louis County Personal Property Tax Waiver (Statement of Non-Assessment)

If you did not owe Missouri personal property taxes for a required tax year, you may need a Statement of Non-Assessment, often called a tax waiver, instead of a paid receipt.

The Missouri State Tax Commission directs taxpayers to the county or City of St. Louis assessor when they did not own or possess taxable personal property as of January 1 of the relevant year.

A waiver is not a substitute for unpaid taxes. If your account has an outstanding personal property tax liability, you generally cannot obtain a waiver simply to bypass payment. Have the county determine eligibility based on your actual ownership and residency facts.

Common reasons to ask about a waiver

  • You recently moved to Missouri and did not owe Missouri personal property tax for the required prior year.
  • You did not own or possess taxable personal property on January 1 of the relevant year.
  • You are registering a vehicle and the applicable prior-year tax requirements were satisfied by non-assessment rather than a paid tax bill.
  • The county needs to correct your account or establish the appropriate year of first assessment.

Official waiver request steps

  1. Determine your January 1 residence.

Identify where you lived for each tax year for which proof is required.

  2. Identify whether taxes were actually assessed.

Check for any existing St. Louis County personal property account or outstanding bill.

  3. Contact the St. Louis County Assessor.

Explain that you need a Statement of Non-Assessment for vehicle registration.

  4. Prepare residency and vehicle ownership information.

Follow the office’s requirements. Supporting materials can depend on your prior location and circumstances.

  5. Submit the request using the county’s current procedure.

Use official county customer service channels and keep the document issued.

  6. Present the waiver to Missouri DOR.

Make sure it covers the exact tax year and is issued in the qualifying owner or leaseholder name.

Online verification limitation: Missouri DOR states that a Statement of Non-Assessment cannot be accessed or verified through its standard online tax-receipt verification. Follow the license office’s document instructions.

Fees can change with processor and payment type. Do not rely on a fee quoted for the independent City of St. Louis.

  8. Complete checkout once.

  9. Return to the county paid-receipt lookup.

After the payment posts, select the appropriate tax year and print the official paid receipt.

Other ways to obtain payment assistance

St. Louis County Revenue’s public contact information lists 314-615-5500 for Collector questions and collector@stlouiscountymo.gov for assistance. If an account has been sent for special collections, verify the required payment procedure with the Collector before attempting standard online checkout.

Can you prepay 2026 taxes throughout the year?

St. Louis County also provides a no-cost partial tax prepayment enrollment program for eligible accounts that are current. The County’s February 2026 form describes quarterly prepayments due March 31, June 30 and August 31, with the final amount due December 31.

Payments under that program currently must be made by mail or at the Clayton office; the enrollment instructions say that online and satellite-office prepayments are not accepted. The final payment is adjusted based on the actual year’s bill.

Do not confuse the declaration deadline with the payment deadline. The annual personal property declaration is due earlier in the year. The tax bill is payable by December 31. Missing the declaration can cause assessment penalties even if the resulting tax bill is later paid.

Missouri statutes and the county bill also provide for interest and penalties after the annual tax due date. Obtain the current total from Revenue before paying an overdue balance.

06 / HOW THE BILL IS CALCULATED

St. Louis County Missouri Personal Property Tax Rates and Vehicle Assessments

St. Louis County personal property tax rates are not the same for every address. School districts, fire districts, municipalities and other local taxing authorities affect the combined tax rate on your account.

Most qualifying Missouri motor vehicles are assessed at approximately 33⅓% of the applicable market value under the state’s personal property assessment framework. The appropriate local tax rate is then applied to the assessed value.

Market Value × Applicable Assessment Percentage = Assessed Value
Assessed Value × Combined Tax Rate ÷ 100 = Estimated Base Personal Property Tax

St. Louis County receipts may show a tax rate as dollars per $100 of assessed value. For example, a historical county account used a combined rate of 7.5869, meaning $7.5869 per $100 of assessed value. That example is not the current universal rate for all county vehicles.

What determines the vehicle’s assessed value?

  • Ownership or control on the January 1 assessment date.
  • Vehicle type, model year, make and other relevant identification.
  • Applicable vehicle valuation reference and Missouri law.
  • Personal versus business property classification.
  • Relevant local tax situs and taxing-district rate.
  • Corrections and applicable penalties or adjustments.
Property typeTypical tax treatmentWhere to verify
Passenger cars and trucksGenerally assessed at one-third of qualifying market valueCounty Assessor and official bill
MotorcyclesPersonal property valuation and applicable Missouri classificationCounty Assessor
Boats and certain recreational vehiclesClassification may differ under specific assessment statutesCounty Assessor / Missouri tax law
Leased vehiclesAssessment and receipt generally relate to the applicable leasing ownerLeasing company and County Assessor
Business personal propertyApplicable business declarations, classifications and ratesCounty Assessor business personal property office
Tax receipt and tax rate are different questions. If your main goal is license renewal, obtain the correct paid-year receipt first. If you disagree with assessed vehicle value or the listed vehicles, contact the Assessor; the Collector generally cannot change a vehicle’s assessed value on its own.

07 / TAX ESTIMATE

St. Louis County Personal Property Tax Calculator

Use this calculator to estimate the basic tax on taxable vehicles. Enter your actual combined local tax rate from the county bill or assessment record.

Estimate Your Missouri Personal Property Tax

The rate is intentionally blank because St. Louis County has multiple taxing districts. The calculator is a planning tool and does not access official tax records.

Estimated assessed value—
Estimated base taxEnter rate
Annual amount including entries—
Monthly budgeting equivalent—

Enter the appropriate rate for the account’s taxing location. This estimate does not calculate statutory late charges or specialized property classes.

Example: $18,000 vehicle value

At an illustrative market value of $18,000, a one-third assessment is approximately $6,000. If the combined local rate were a hypothetical $7.50 per $100 of assessed value, the estimated base tax would be:

$6,000 × 7.50 ÷ 100 = $450 estimated annual tax

The $7.50 rate is an example only. Your actual rate and assessment may be different.

Why the tax bill can change each year

Vehicle values may change, the assessed property list may change, and local taxing authorities can adopt different rates. A new vehicle purchased after January 1 is not necessarily assessed in exactly the same manner or year as a vehicle held on January 1. Ask the County Assessor about the specific declaration year.

St. Louis County personal property assessment appeals

County personal property declaration documents explain that taxpayers may appeal assessed values to the Board of Equalization. The ordinary filing deadline is the second Monday in July, subject to applicable statutory procedures and the current year’s instructions.

For 2026, that ordinary date was July 13, 2026. It has passed. The next assessment year may involve a new filing period.

  1. Review your county assessment.

Verify the tax year and the vehicle assessed.

  2. Contact the Assessor to identify an error.

Explain the specific vehicle, valuation or situs issue.

  3. Find the current appeal requirements.

Check the Board of Equalization’s official filing rules.

  4. Gather evidence.

Prepare ownership records, vehicle details and relevant valuation information.

  5. Submit a timely appeal when available.

Follow the authorized procedure and retain proof.

  6. Keep tax collection obligations separate.

Ask the Collector about the amount due and payment requirements while an assessment challenge is pending.

Vehicle sale after January 1: Selling or disposing of a vehicle later in the year does not automatically eliminate tax liability based on January 1 ownership. Contact the Assessor rather than deleting a vehicle from your receipt yourself.

11 / FREQUENTLY ASKED QUESTIONS

St. Louis County Personal Property Tax Receipt FAQs

How do I get a St. Louis County personal property tax receipt online?

Open the St. Louis County personal property tax inquiry at revenue.stlouisco.com/Collection/ppInfo/, locate your account, select the paid year and choose the receipt printing option. If the older inquiry is unavailable, contact County Revenue at 314-615-5500.

Is the St. Louis County online personal property tax receipt free?

County guidance states that paid receipts available through its online system can be printed without charge. Duplicate copies obtained by mail or in person have historically carried a $1 fee.

Can I use an online receipt at the Missouri license office?

Yes. Missouri DOR generally accepts a legible online or printed paid-tax receipt that meets the registration requirements, including the correct owner, tax year and vehicles.

What year of personal property tax receipt do I need in 2026?

For a regular one-year Missouri plate renewal in 2026, the usual requirement is proof for tax year 2025. For a two-year renewal, it generally includes 2024 and 2025.

How do I print my 2024 and 2025 receipts?

In the county personal property inquiry, select each tax year separately, verify paid status and print or save both receipts. Contact Revenue if the requested year is not available online.

Can I search for my receipt by name or address?

Use the county’s public personal property account search and available identifying fields. The account number is usually the most direct identifier when you have an older bill or receipt.

Why is the Print Receipt link not available?

The year may not yet show paid status, payment posting may be pending, or the online system may have changed. Check the year and account first, then contact the Collector.

What if I paid today and need a receipt immediately?

Keep the processor confirmation and ask County Revenue when the transaction will post. Missouri DOR may accept qualifying internet confirmation records, but a posted county paid-tax receipt is preferable when available.

What is a Statement of Non-Assessment?

It is a county assessor document stating that you did not owe qualifying Missouri personal property tax for a particular year. It may serve in place of a paid receipt for vehicle registration.

How do I get a St. Louis County tax waiver?

Contact the St. Louis County Assessor’s personal property office. Explain the tax years needed and your January 1 residency and taxable ownership history. Follow the county’s application and proof requirements.

When are St. Louis County personal property taxes due?

The normal annual payment deadline is December 31. For tax year 2026, the ordinary deadline is December 31, 2026.

What was the 2026 personal property declaration deadline?

St. Louis County’s normal declaration filing deadline was March 1, 2026, distinct from the December 31 tax-payment deadline.

Is there one St. Louis County vehicle property tax rate?

No. Combined rates vary with the property’s taxing district, which can include school, fire, municipal and other local levies. Use your official tax bill’s rate.

How much personal property tax would I pay on an $18,000 car?

At a hypothetical one-third assessed value of $6,000 and an illustrative rate of $7.50 per $100 of assessed value, the basic tax is about $450. Actual county valuation and rate may differ.

Does St. Louis County have a property tax prepayment program?

Yes. Eligible current accounts may enroll in a no-cost prepayment program with periodic payments and a year-end adjustment. County instructions indicate those prepayments are handled by mail or at Clayton, not through online or satellite payments.

What if a vehicle on my receipt was sold?

Ask the County Assessor about the assessment date and ownership. A sale after January 1 does not necessarily remove that tax year’s personal property liability.

Why does my tax receipt not match Missouri DOR records?

Possible causes include a payment not yet appearing in the state database, incorrect tax year or data-entry differences. Compare the exact account details, then contact the Collector and license office.

Can I use the City of St. Louis receipt website for St. Louis County?

No. The City of St. Louis and St. Louis County are independent taxing jurisdictions. Use the St. Louis County Revenue website for a county personal property account.

Where can I call for a duplicate receipt?

Contact St. Louis County Collector of Revenue at 314-615-5500. The Collector’s public email is collector@stlouiscountymo.gov.

Is PropertyTaxUSA.org an official receipt website?
