St. Paul and North St. Paul are not the same taxing city

Saint Paul and North St. Paul are distinct cities in Ramsey County. White Bear Lake, Roseville, Maplewood, Shoreview and Falcon Heights also have their own local tax components. Use the property’s municipality and tax district instead of assuming all Ramsey County parcels have the same combined tax rate.

What a Ramsey County statement shows

A Minnesota property tax statement typically displays the estimated market value, taxable market value, classification, county and city levies, school district taxes, special taxing districts, credits or reductions, special assessments and installment amounts.

Tax year explanation: Minnesota’s values established during assessment year 2025 generally support property taxes payable during 2026. A notice about a 2026 valuation may instead concern taxes payable in 2027.

Postmark guidance

Ramsey County advises that mailed payments must be postmarked on or before the due date to avoid penalty. If mailing close to a deadline, the county recommends requesting a postmark at the post office counter.

Near-deadline warning: Placing a letter in a mailbox does not guarantee a same-day postmark. Confirm the county’s accepted timing rules and keep proof of timely mailing.

Can you pay through mortgage escrow?

Yes. Many homeowners pay property taxes through a mortgage escrow account. Confirm the lender’s disbursement and verify it appears in Ramsey County’s payment history before making a separate payment.

05 / 2026 PAYMENT SCHEDULE

St. Paul Property Tax Due Dates for 2026

Most real property taxes in Saint Paul are paid in two installments. The 2026 dates are:

First half — most real estate May 15, 2026 Past regular deadline
Second half — most real estate October 15, 2026 Upcoming payment deadline

Other property classes, such as certain agricultural property, manufactured homes or personal property, can have different filing or payment dates. Use the installment schedule printed on the actual tax statement.

When is the full amount due in one payment?

Ramsey County’s May 2026 tax bulletin specifies that real property tax bills of $100 or less and personal property tax bills of $50 or less were due in full by May 15.

What if you miss the property tax deadline?

Late installments may incur statutory penalties. The penalty differs according to tax classification, installment and how long the tax remains unpaid. A greater amount may become due the longer payment is delayed.

Ramsey County publishes penalty schedules and advises taxpayers to obtain the correct delinquent total instead of relying on an old payment stub.

October 11, 2026 status: The second-half payment deadline for most Saint Paul real estate is four calendar days away, on October 15, 2026. Check your actual balance and pay using an accepted county method by its deadline.

06 / 2026 CERTIFIED TAX RATES

What Is the St. Paul MN Property Tax Rate in 2026?

Saint Paul does not have a single flat property tax percentage applied to every home’s sale price. Minnesota calculates most property tax using taxable market value, a property classification rate and the tax capacity rates of applicable local taxing authorities.

Ramsey County published its final payable-2026 tax rates on March 2, 2026. These include the county, city, school district and additional taxing authority components.

What does a 100% tax capacity rate mean?

A 100% tax-capacity rate means $1 in local tax for each $1 of net tax capacity. It does not mean 100% of the property’s market value is payable as tax.

For instance, if a residence has taxable market value of $280,000 and a 1% class rate, its net tax capacity would be $2,800. At an illustrative combined tax-capacity rate of 100%, its tax-capacity-based levy would be $2,800 before credits, special assessments and other adjustments.

Use the final rate, not the preliminary rate. Ramsey County also published preliminary 2026 rates during 2025. The March 2026 final certified rates are the more appropriate source for payable-2026 calculations.

Why might your 2026 taxes be higher?

According to Ramsey County’s March 2026 public tax update, countywide estimated residential market values increased and combined levy requirements also grew.

The county identified average residential estimated market value growth of 4.76% and an overall levy increase of 6.6% for the 2026 payable cycle.

These are countywide trends, not a promise that every Saint Paul homeowner’s tax increased by exactly those percentages.

07 / UNDERSTAND THE MATH

How Minnesota Property Tax Is Calculated in St. Paul

The main calculation for a typical residential homestead includes a market value exclusion and a statutory property class rate.

STEP 1 Estimated Market Value − Eligible Exclusion = Taxable Market Value
STEP 2 Taxable Market Value × Applicable Class Rate = Net Tax Capacity
STEP 3 Net Tax Capacity × Combined Local Tax-Capacity Rate = Local Tax
STEP 4 Local Tax + Other Components − Credits + Special Assessments = Estimated Bill

Residential homestead class rate

Under Minnesota’s Class 1a rules, the tax capacity classification rate generally equals 1% for the first $500,000 of applicable taxable value and 1.25% on value above $500,000.

Other classes, including rental properties, commercial real estate, seasonal recreational property and certain qualifying special homesteads, can use different rates.

08 / TAX ESTIMATION TOOL

St. Paul MN Property Tax Calculator

Estimate the tax-capacity-based portion of a Saint Paul residential property’s bill. Enter the actual combined local tax-capacity rate from Ramsey County’s certified rate schedule or tax account.

Calculate Estimated 2026 Property Tax

Homestead market value exclusion $15,050.00
Taxable market value $334,950.00
Estimated net tax capacity $3,349.50
Estimated annual tax and charges $0.00

The combined rate is intentionally set to zero until a verified rate is entered. For homestead, this calculator assumes full Class 1a qualification. In non-homestead mode it removes the exclusion but still uses the illustrative Class 1a rate structure; it is not a statutory calculation for actual non-homestead classifications. It does not calculate state general tax, referendum market-value levies, special property classes, fiscal disparity effects, every credit or all fees. Use the official county statement for the payable amount.

Worked example: $350,000 Saint Paul home

Assume an eligible residential homestead has an estimated market value of $350,000. Minnesota’s standard 2026 exclusion formula produces the following:

Estimated value$350,000
Homestead exclusion$15,050
Taxable market value$334,950
Tax capacity at 1%$3,349.50

If a purely illustrative combined local tax-capacity rate were 110%, the tax-capacity portion would be approximately $3,684.45 before other adjustments. This is not a published certified rate for a specific Saint Paul parcel.

09 / HOMESTEAD TAX BENEFITS

St. Paul Homestead Property Tax Exclusion for 2026

  8. Use the appropriate payment office to prevent duplicate or misdirected payments.

Why may the city return a late assessment payment?

Saint Paul’s assessment FAQ explains that after the city certifies an unpaid assessment to Ramsey County at the end of a calendar year, the charge becomes payable through the county property tax process. Payments received by the city after its certification cutoff may be returned.

City service bill versus county property tax: A garbage invoice, water bill or pending city special assessment is not always the same as a charge already certified to the annual county property tax statement.

12 / PROPERTY VALUATION APPEALS

How to Appeal a St. Paul Property Tax Assessment

If you disagree with the estimated market value, classification or recorded characteristics of a Saint Paul property, start with the Ramsey County assessment office.

A higher tax bill does not necessarily mean the assessed value is incorrect. Taxes can rise because of levies, special assessments or classification changes.

  1. Open your parcel record. Find the official property details and value.
  2. Identify the valuation date. Confirm whether the notice concerns payable-2026 or a later tax year.
  3. Check factual details. Review square footage, building condition, improvements and classification.
  4. Gather evidence. Use comparable sales, photographs, appraisals or documents supporting your claim.
  5. Contact Ramsey County’s valuation staff. Request an explanation or informal review.
  6. Find the applicable Local Board of Appeal and Equalization process.
  7. Check any County Board or Minnesota Tax Court deadlines.
  8. File the protest or petition on time. Follow the instructions on your actual valuation notice.
  9. Continue complying with tax payment requirements. Do not assume the appeal suspends payment deadlines.
Assessment notice warning: Appeals generally focus on the valuation and classification indicated on the applicable assessment notice. A deadline printed on a previous year’s tax bill may not be the correct deadline for your present assessment dispute.
